Jim Spring – IT Board Chairperson

Jim Spring

Prior to coming to Tipton Marler Garner Chastain; The Tech Group, Jim spent 12 years as Senior Instructor at the Maritime Electronics Training School in Panama City Beach, Florida. During that time he instructed the use and maintenance of various electronic and computer systems found aboard today’s maritime vessels.

As IT Manager of Tipton Marler Garner Chastain; The Tech Group, he brings that same expertise in problem solving to assist in all levels of client projects. Jim has worked with many business technology applications, including those in the medical, dental, and construction industries. His specialties include HIPAA and FIPA compliance, the design and maintenance of wide area and local area network infrastructures, server technologies and a large host of workstation applications. Jim holds many certifications including Microsoft Certified Systems Engineer, A+, and Sophos Certified Sales Consultant and is a Retired Navy Reservist Chief Petty Officer.


Randall Garner – IT Board Secretary


Randall Garner is president of Garner IT Consulting. His goal is to earn the trust of small businesses by providing them with strategic, proactive information technology management. He understands that helping his clients garner their business goals is the only way Garner IT and his team can achieve their goals. He believes that trust and quality service are the primary keys to any business partnership.

After graduation from Vernon High School as Co-Salutatorian, Randall earned a degree in Computer Engineering Technology, was presented with the “Student of the Year” award for his program, and graduated Summa Cum Laude from Gulf Coast State College (GCSC). He is a Microsoft Certified Systems Engineer, as well as an IT Professional, Technology Specialist, System Administrator, and Desktop Support Technician. Mr. Garner is also certified for computer security by the international Computing Technology Industry Association. This certification is approved by the U.S. Department of Defense.


Jodey Rifenburg – IT Board Treasurer

Jodey Rifenburg believes in the development of young people in technology fields. She resides in Lynn Haven with her husband and 3 children. As a graduate of Mosley, she is excited to support the IT Academy and looks forward to watching it grow and develop.

Currently, Jodey Rifenburg holds a position as a Project Team-Systems Analyst at Tyndall Federal Credit Union. As a Systems Analyst, Jodey provides research and analysis of current business systems and evaluates new technologies that can better assist Tyndall and its Members. After a new technology is decided on by the Project Team, Jodey works with a collaborative team of professionals and vendors to test and then implement the desired technology. This process can take months to a year depending of the scope of work on the business plan.
Prior to earning a position at Tyndall FCU, she was a Systems Technician at the Northwest Florida Beaches International Airport for 4 years. During that time Jodey worked on the various electronic and IT systems at the airport to include; servers, routers, access control, analytics and motion detection cameras and encoders, PA systems and intercom stations.

Technology has been a passion of hers that she has turned into a career. Jodey completed her AA in 2011 and is working toward a BAS at Gulf Coast in Technology Management. She has certifications in A+ and Security+.
